NOC by PMDC

Hi, I have a colleague who got matched in residency in USA but the problem is that she did her O levels from AbuDehbi and she got admission in AKU without equivalence certificate from board. Now PMDC wants her to submit equivalence certificate along with her MBBS degree. Board denied the request to give her equivalence certificate. PMDC denied the request to give her NOC which is required for J1. Do anybody have contacts in PMDC that will help in getting NOC from PMDC. But please its my request dont say policy is changed. Policy is a word misused in our society many times. This is one of the biggest problems IMGs (International Medical graduates) have to face. Time is passing very fastly and she has little time left.
