This digital library facility is a wonderful step of HEC towards dissemination of knowledge but i would like to clarify a point here

HEC digital library access to free data bases and journals is available only to those institutes which are members and have their IP addresses registered with HEC. There is no membership fee and the process is pretty simple and straight forward. All you have to do is to apply online.
Otherwise the web page will open but not the full texts

The Higher Education Commission (HEC) has launched ebrary to provide 40,000 online books in addition to 23,000 journals that have been made available through the Digital Library Programme.The e-books support programme will allow researchers to access most of the important text and reference books electronically in a variety of subject areas.
