Do we need guidelines for treatment of fever

Many western countries have guidelines for their everyday problems. We dont have any guidelines for work up and empirical treatment of fever in pakistan.
As a result our new docs do worse than experienced quacks.
and we miss treat typhoid, do unnecessary testing for malaria and typhoid and are a brewing factory for rheumatic fever.
Do we need, if yes can anyone work on it.
