Because this software is very costly , so a small size of people use it in Pakistan

Probably very few. SAS is a great software (I simply love it), however it is not as easy to learn and work with, as programs with point and click interface such as SPSS. Additionally, how many people do you think, in Pakistan, are involved in researh that would require detailed statistical analyses?
