When submitting an article it is often advised to start from the top journals (ones with the highest impact factor). You can do a google search to find impact factors of the various journals.

We do not know the exact status of Journal of Cardiovascular Diseases. It is also not indexed in PakMediNet. I have asked them repeatedly for indexation but they never reply. Their website is also not updated from 2004 onwards. This means that probably they are inactive. This journal is also not recognized by PMDC even.

You can publish your article in lots of other journals, which are recognized by PMDC and indexed in MedLine. List is available on the website.
