Ethics in Public Health.

Practice of public health Ethics is the dire need but is a difficult job. Decentralization autonomy is the issue of day in Pakistan and as well as in many other developing countries. Some of the countries are already practicing it. Decentralization is the first step towards fundamental reforms of health sector. Public sector in developing countries suffers under the burden of centralized bureaucratic machinery. It is very clear that implementation of health care delivery and primary health care cannot be conducted through the centralized top-down fashion. It is a need to decentralize the different units and the value we place on decentralization will depend on the way we defined it, its political use and the manner in which it is implemented. Before implementation it should be clear that what reasons, function and authority will be decentralized and to what extant. These should be determined by central-local dialogs. There must be an over all fit and balance between resources, function and authority.
